A low-pressure area (LPA) formed over the northern Philippine Sea on Friday, the state weather bureau said. PAGASA said the brewing storm was spotted around 290 kilometers north northeast of Itbayat, Batanes at 3 p.m. The LPA may exit the Philippine area of responsibility by Saturday and could then develop into a tropical cyclone. Meanwhile, the southwest monsoon will affect the Luzon's northern tip. This is expected to bring partly cloudy to cloudy skies with isolated rain showers or thunderstorms to Batanes and Babuyan Islands. PAGASA said Metro Manila and the rest of the country would experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms. It warned of possible flash floods or landslides during severe thunderstorms in affected areas.
