Is the Golden Boot Award all about individual skill, or does team strategy play a bigger role?

So, I’ve been thinking about the Golden Boot in football (soccer). Obviously, it celebrates the top scorer, but how much of that is their individual talent versus their team’s ability to set them up for goals? Are there any examples where a player with an average team still managed to snag the Golden Boot? Or is it all about being on a powerhouse team? Would love to hear your thoughts and maybe some historic examples!
