Tropical Depression Julian and localized thunderstorms were expected to bring rains to parts of the country on Saturday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said. Pagasa weather specialist Daniel James Villamil said Julian was seen 400 kilometers (km) east of Aparri, Cagayan as of 4 a.m., September 28. He also said the tropical depression was packing maximum sustained winds of 55 km per hour (kph) and gustiness of up to 70 kph, based on their latest monitoring. He likewise said that Julian may leave the Philippine area of responsibility by Wednesday or Thursday next week. For now, Tropical Cyclone Wind Signal No. 1 is still hoisted over Cagayan, including the Babuyan Islands, the northeastern portion of Isabela, and the eastern portion of Apayao because of Julian. Cagayan, including the Babuyan Islands, may expect rains with strong winds while Ilocos Norte, Ilocos Sur, Abra, Apayao, Kalinga, Mountain Province, Ifugao, Batanes, and Isabela may anticipate cloudy skies with scattered rains and thunderstorms.
