Why do giant pandas have such a low birth rate?

I’ve been curious about why giant pandas seem to have such a low birth rate compared to other animals. Is it just their reproductive habits or something more? How do conservationists handle this challenge?
 
This is because female giant pandas are only fertile for a very short period each year, usually 2-3 days. Also, giant pandas are solitary, and finding the perfect mate can be challenging. And because of that, conservationists employ a captive breeding program. So that they can monitor and ensure the success of reproducing giant pandas.
