Why do raisins sometimes crystallize and harden over time?

I’ve had a few packs of raisins that have gotten a bit hard and crystallized over time. Is this just a sugar issue or something to do with storage? And what’s the best way to soften them up again? Would love some tips on avoiding raisin disasters!
