You had two options: turn the volume off entirely (and miss important calls) or mute the app forever (and miss useful updates). Android 16 introduces notification cooldown to minimize repetitive alerts by intelligently detecting when the same app is sending multiple notifications in a short timeframe. Instead of buzzing, ringing, or pinging for every single alert, the system gradually lowers the volume of subsequent alerts.

Think of it like a conversation. If someone is speaking to you at a normal volume, you listen. If they start shouting the same thing over and over, you tune them out. Android 16 essentially tells your phone to stop shouting.
