The ICC has also called for the arrest of Russia’s former defense minister, Sergei Shoigu, and its military chief of staff, General Valery Gerasimov, on allegations of war crimes and crimes against humanity. The warrants relate to the missile attacks by Russian forces on Ukranian electricity from October 2022 to March 2023, which targeted many power stations and substations in the Ukraine. The ICC has made a decision that its 123 member states must detain Shoigu and Gerasimov if they set foot in their geographical borders and then extradite them to The Hague for trial. This comes after similar precedents that have been set at the ICC, such as the arrest warrant of Vladimir Putin in March, 2023, over unlawful operations in Ukraine.
