A 40-year-old man tragically passed away after he drowned in the Cagayan River in the Philippines on Aug. 30. Police named the victim as Edmar Balisi who lives in Barangay Andarayan, Solana, Cagayan. 
According to investigations, Edmar fell into the river from his boat while he and his relatives were returning to Barangay Cataggaman Viejo in Tuguegarao City, Cagayan.
Sadly, his relatives are not experts in swimming, so they can't rescue him and ask for help from the authorities. Because of this, it took two days before his body was discovered. It is said to be floating near the river bank on Sept. 1.
